Key Performance Targets 2008/09 - England

Timeliness

Planning appeals and called-in planning applications decided by the Secretary of State

  1. 1. To open 80% of inquiries and hearings within 22 weeks of the start date of the case.
  2. Jointly with PCCD/Ministers, to issue all decisions in accordance with statutory timetables.

Planning and enforcement appeals decided by the written representations method

  1. 3. Planning appeals: By the end of 2008/09, to determine 50% of all planning appeals decided by written representations within 16 weeks of the start date of the case.
  2. Enforcement appeals: 80% of enforcement appeals decided by written representations to be determined within 32 weeks of the start of the case.

Planning and enforcement appeals decided by Inspectors by the hearing method

  1. Planning appeals: By the end of 2008/09 to determine 50% of planning appeals decided by hearing within 30 weeks of the start date of the case.
  2. Enforcement appeals: 80% of enforcement appeals to be decided by hearing to be determined in 33 weeks of the start of the case.

Planning and enforcement appeals decided by Inspectors by the inquiry method

  1. Planning appeals: By the end of 2008/09 to determine 50% of planning appeals decided by inquiry within 30 weeks of the start date of the case.
  2. Enforcement appeals: 80% of enforcement appeals decided by inquiry to be determined within 43 weeks of the start date of the case.

Development plans

  1. To provide an Inspector for development plan inquiries in at least 90% of cases on the date requested by the local authority, provided that the objection period has ended and at least 6 months’ notice has been given.
  2. To complete examinations into Development Plan Documents in accordance with the timescales set out in the detailed service level agreements.

Quality

  1. To satisfy the Advisory Panel on Standards, and thus the Secretary of State and the Welsh Assembly Government, annually and following rigorous monitoring, that the quality of Inspectors’ work is being maintained at a high standard, with 99% of Inspectors’ decisions free from justified complaint.
  2. To satisfy the Advisory Panel on Standards, and thus the Secretary of State and the Welsh Assembly Government, annually and following rigorous monitoring, that the quality of the Inspectorate’s administrative procedures is being maintained at a high standard with 90% of casework free from justified complaint.
